Author Perms for crontab file

Hello,
I'd like for other people to list crontab and submit cron jobs. How do
I give them access/perms to do this.
When one of the users makes this attempt:

i tried to list and edit crontab as user thisuser
i get the following error

can't open your crontab file.

What can I do to make this work; I'm a crontab novice.

I would suggest

man crontab

as a starter.

Thank you Joe for your reply.
I read the book and created a cron.allow file in /etc/cron.d which
provides the user(s) what they need.
