I worked a few years ago by KPN in the Netherlands and they used a tool
to give people access to an unixsystem in an environment
the tool was called ACS and came from www.solidium.nl

It could create domains/environments with the rights of an user
and on the other hand you could give an other user the right to go to that
domain/environment
On this way it was possible to give more people the right to be for example
root
without knowing the password and it also logged it.
I contacted them but they nolonger support it anymore.

now i am looking for a similar tool, I know "sudo" but's not wat i'm looking
for

Solidium? Xirion BV! Or did they went bankrupt?

No out-of-the-box solution or downloads that I am aware of can be found,
but ACLs comes close: http://www.temple.edu/cs/unix/acl.html
Depends on your Unix-flavour however...

But no "to etc." anymore ;-)

No they are not bankrupt Solidium are still there, but they will not support
the software any more,
you can buy the software for much money with source without support
but my management will not pay for software without support
