on AIX & FC6 I would edit the /usr/ssh/sshd_config file to include the
following line:
Banner /banner/path

> $ pkginfo -l SUNWsshdr
> PKGINST: SUNWsshdr
> NAME: SSH Server, (Root)
> CATEGORY: system
> ARCH: sparc
> VERSION: 11.10.0,REV=2005.01.21.15.53
