What kernel tuning typically needs to be done to optimize or enable
a server to handle production level loads?

comp.unix.admin might be a better place to ask this kind
of question. And you might try to be a little more specific
about the kind of loads you wish to handle.

Typically, none. Tune only if you need to (i.e., observe performance
problems).
