how to set a vlan priority at socket level.....
is there any options available...

It depends on the operating system you're using.

Generally, I'd say that this is the incorrect level at which to drive
such a thing. The application, if it makes any priority requests at
all, should be setting the socket IP_TOS value and leaving it at
that. The system should have a way to match parameters (such as the
TOS/Traffic Class bits, but possibly also traditional filtering rules
based on address, protocol, port, and even local matters such as UID)
and map these into configured priority levels that can be used for
IEEE 802.1Q.

Whether the system you're using actually has such features, and how
they may work, is another matter. You should probably look to the
documentation for the system you're using.
