On FreeBSD, I ran top and it shows four processes with nice numbers
beyond the expected 20 to -20 range. 'idle' is at 52, irq9:dc0 is at
-187, swi4 is -151 and pagezero is also 52. The rest are zero. Why
is that?

I forgot to add that when I 'renice' those pids, it reports that they
are set as zero. So why does top report them differently?
