Does anyone know where I can get software (share I hope) that can read
VAX VMS backup format tapes? Various sites come up in a google search
and I have tried to downloaed some, but had no luck getting them to
work.

I would try "VMSBACKUP" which according to port description :

VMSBACKUP reads VMS BACKUP tapes.

Main features:
swaps bytes from big-endian to little-endian, if required.
savesets can be selected individually.
can preserve directory structure.
excludes vms specific files (eg executables and objects).
converts vms version numbering semicolons to colons.


It's avaliable in FreeBSD ports-tree, meaning that it's
a few key-presses from beeing installed on a FreeBSD system

It seems that it's retreived from :
MASTER_SITES= ftp://ftp.cs.uni-sb.de/pub/utils/
(if you want to try porting yourself)

Check out vmsbackup, it's available at
http://garbo.uwasa.fi/pub/unix/vmsbackup/ (or via "make install" in
NetBSD's pkgsrc/wip/vmsbackup directory .

Thank you for the information. I downloaded "vmsbackup" from both

ftp://ftp.cs.uni-sb.de/pub/utils/
and
http://garbo.uwasa.fi/pub/unix/vmsbackup/
which are different versions of the same code.

It turns out that we don't have a tapedrive that will read the exabyte
8mm tapes so someone will take it to UMD, read it there, and mail (or
ftp) the files (savesets) back to me. The "vmsbackup" does not
support vms savesets on disk files. I suppose I can re-write it out
to dlt with dd, or modify "vmsbackup.c" to read a disk file.
