How can I disable bash ctrl-s ctrl-q feature?

| Hi:
I am newbie here, I want to disable bash ctrl-s ctrl-q feature to save
keybinds for screen use.
It's been a while that i want this feature, thanks for helping

The trick is in that it's not bash feature. It's terminal feature.
Use stty.
