Author limit bandwidth

I am wondering whether there is a simple script that I can write to
achieve the following:
to cap the max bandwidth for all connections on a Ubuntu... (to keep
my ISP happy ;) )

Not a unix.shell question. But I suspect that your ISP already does that for you
anyway, on their end. Perhaps you could rephrase the question to state what you
_actually_ want to achieve, and post it in the appropriate forum.
