I am looking for a utility that will collect cpu history for tru64 5.1b
like sar. Any help would be greatly appreciated.

This is "collect", which should be installed, but you need to configure.
On one of the associated CD´s there is a GUI for it.

Sar is also available on that CD as part of the extended system V stuff.
But collect is recommended.
