I've got a Dell PowerEdge 2650 running the latest Redhat 3.0 ES. Right
now the nic is set at 100 Mbs half-duplex. I've looked around but i
can't seem to find instructions to set it at 100 Mbps full-duplex
permanently.

Any hint would be appreciated.

I have the same problem with my PC at home. Use the command
/sbin/mii-tool -r to force the NIC to renegotiate this should take it
up to 100 Mbs. Having this set permanently is another thing. I'd love
to have a solution to this problem also.
