Red Hat General - cannot modify limit: Operation not permitted

Hi guru,
on RH 3 AS when i want change ulimit like oracle user i obtain
following text :
cannot modify limit: Operation not permitted
but when i go to oracle user thru su from root account all work
corectly.
As root i run command ulimit -n unlimited
file /etc/security/limits.conf has :
* soft nproc 2047
* hard nproc 16384
* soft nofile 2048
* hard nofile 65536
file /etc/pam.d/su and login has line with :session pam_limits.so
