pure-ftpd cannot create dir

Having a weird problem on fc5. Can upload files via pure-ftpd but it will
not create directories automatically - I can issue a mkdir command myself in
the ftp client and it works, but not if I drag and drop. Works fine on my
other 9 servers. Any suggestions ?
