Red Hat Configuration - "local" service hangs RH9

I am a RH newbie. I have two boxes running RH9. At some point (I am
not sure what I did), both of these boxes are hanging when I boot.

They hang while starting the "local" process. I am able to circumvent
this problem by starting up interactively, and not starting that service.

a) What is this for?
b) Should I just turn it off permanently?
c) How can I do that?
d) If I should not turn it off, why might it be hanging?
