Author kppp dialer has to work as root

Using Red Hat 9.0 of Fedora 1.0 the kppp dialer will not wor except as root.
Having set pppd to chmod +s clearly is'nt the aswer.
Any ideas please.

As root modify the /etc/pam.d/kppp file and change the first line from
pam_rootok.so to pam_permit.so
