I tried to upgrade the kernel that came with RH 9 to the latest
one on their website. When I did that I noticed that none of my
USB devices worked anymore. I tried loading both of the uhci modules
and in both cases I get the same result. The usb device doesn't
respond and I get the following errors in the messages file:

Jan 2 16:37:41 warlock kernel: usb_control/bulk_msg: timeout
Jan 2 16:37:41 warlock kernel: usb.c: USB device not accepting new
address=12 (error=-110)

The usb support has worked in earlier versions of the kernel including
the kernel that came with RH9.

Anyone have any ideas? I'd like to get this fixed so I can compile the
kernel to have all scsi luns probed. I've got a USB memory card reader
and it has multiple luns.

I just found the solution to this problem.

It is nearly always useful to post such a solution to a problem. Others
may have same problems.

You're right I should have posted the solution. Alas I made this post just
after finding out from the vet that my seven year cat had cancer and I had to
make the choice of euthinizing her now or let her die within the week of dehydration
and malnutrition. As anyone that's ever had a pet could understand I wasn't thinking
to clearly. That this cat used to always lay on my lap while I was at the computer
didn't help.

While checking the kernel Documentation I noticed a reference to the website
www.linux-usb.org. I went there and while looking around I found a link to
a FAQ. I didn't find anything in the question list at the top but read on anyhow.
After a bit of reading and learning I found a reference to the problem that I was
having. The FAQ stated that it was a hardware issue which didn't make sense to me
since it worked with an older kernel and module. One of the solutions they suggested
was that the problem involved the apic and they suggested passing the parameter
"noapic" to the kernel. Since I'm not ready to buy a new usb2 card yet (I will be in
a while) I decided that it was worth a try. I'm not sure what the full implications
of setting noapic will have on the rest of my machine but it got the USB ports
working!!!
