You have not grasped the RPM-system right, the kernel-2.4.20-13.9.src.rpm is
to compile and build a new binary RPM and isn't used to install kernel source.

The package you need to install is named kernel-source-2.4.20-13.9.i386.rpm

Of course, if you have all the development packages needed installed, you
could do a 'rpmbuild --rebuild kernel-2.4.20-13.9.src.rpm' and you would get
the kernel-source package built at the same time as the different kernel
binary packages are compiled.

I should warn you that version 2.4.20-13.9 is buggy, stuff that don't work, so
go and update to 2.4.20-18.9!!!
