Author Redhat 9 stops responding to telnet for 3-5 minutes and then wakes

I've just replaced an old AIX machine with a Redhat Linux 9 box and its
fine except for one small problem.

After about 45-50 users telnet on to the system it stops accepting new
telnet connections. The machine just closes the connection before any
text is displayed. There are about 100 users wanting to use the machine
so this is a problem. This is after the server has just been rebooted.
After a few days it can display the same symptoms buts its generally
around the 40-50 user mark that it struggles.

There are about 20 users using telnet with desktop PCs whilst the rest
use dumb green terminals connected to Perle Jetstream terminal servers.
Each Jetstream has 16 ports (there are about 12 located at different
sites) these units open up telnet sessions to the server.

After a few minutes the system will start accepting telnet sessions
again if nothing is done to it. Restarting the xinetd service also gets
the system working again.

My only thought to this is that the problem is down to the number of
telnet sessions that are being fired off by the Specialix's.

Does anyone have any other ideas?

Many thanks in advance
