pop3 not listening on port 110

RH V9 & imap 2002a

Had a working remote pop3 login and then without any server changes suddenly pop3 remote clients cannnot connect to port 110.

ipop3d is not listening to it, and the server refuses to connect to a client.

2 days of searching is bending my mind

Help... quickly
