why is it when i use internet explorer and when i want to
open another internet explorer the new explorer replaces
the old explorer i was using. usually it suppose to open
another window so it doesnt effects the old one

Please try an IE group - this group is for IIS (webserver software) issues.
There are IE experts in the IE groups.
