IIS Server - Popup issue

I have a programmer that has written a page with a simple
popup. However, the page will not load on our production
server, but it does work on the test server. We are
testing with the same client (Windows XP/IE 6) and the
servers are both IIS 4.0. Is there a setting I should
look for in IIS since it appears to not be a client
issue. Script is copied below. Thanks!
