Access Forbidden: Too Many Users Are Connected 403.9

| CAN? Where, I have no place to set the connecton limits.
It says in Microsoft that I should be able to set it to
Unlimited or at least 10, but when I go into the IIS icon
and click on website properities, I only have two things I
can change there, one is HTTP, the other is timeout. There
is no place to change the Connections..
