XP Pro IIS secured login failing

| I have a Win XP Pro machine in a workgroup. No domain. It is behind a
firewall, a Dlink 604. All works fine for accessing the website from
outside the network coming in as long as I have the Anonymous login
enabled. However, I want it to prompt everyone that types in the URL
for a username and password. When I set it up this way, I get the
username/password box but nothing I type in there works to display the
site. Local administrator, separate user I created just for the
access, any combination at all... they all fail.
I have tried using Windows authentication, I have tried it without. I
have tried sending the unsecured plain text passwords. I have set the
domain to be the local workgroup. I have tried the domain to be the
local machine name. I have tried everything I can think of and nothing
will allow me to log in when the Anonymous is unchecked.
What am I doing wrong? Please help.
