FTP Server connect reset when connecting through internet

| i have an FTP and HTTP site set up using IIS on a Windows
2000 pro maching (SP4) and when i connect to the FTP
locally i enter the login and pass and it works properly.
when i connect through the internet it tells me that the
connection with the server has been reset. whats the deal?

When you connect locally it works, OK ? So then we can rule out the
server as the cause of the problem.
Either your firewall or router is not allowing the relevant FTP ports
through to the server so the logon process cannot complete properly.

Well i have my server set to always give the FTP server
the same IP address. Then i have that IP address in the
DME (dematiralized zone) that way it dosent actually go
through the router. the HTTP site connects just fine from
the internet, its just the FTP site.
