| How do I do this, but still be able to use IIS for local development.
IE I don't want it to be accessible to the www.

| Just configure you router access list or firewall to block external access.

Block it in your firewall. Configure it to answer only on the
localhost address. Use IP restrictions and restrict it to your
internal IP range. Plenty of options.
