IIS Server - tcpip connection keep on getting increased

We are running with w2k with IIS5.0 and the problem is the current connections is keep on getting increased and not getting closed at all and it is reaching the level of 10000 connection. But actual connection is very less.
TCP IP connectin is not getting closed. Pls. suggest how to fix it

disable HTTP keep-alives.
