Error in log regarding FTP stats ?

| Can anyone interpret this message for me and tell me how to fix it ?
It occurs repeatedly on my Win2K standalone IIS server. The FTP server
on this system is stopped (WWW is running normally).
Event Type: Error
Event Source: FTPCtrs
Event Category: None
Event ID: 1000
Date: 2/26/2004
Time: 7:27:07 AM
User: N/A
Computer: XYZ
Description:
Unable to collect the FTP performance statistics. The error code
returned by the service is data DWORD 0.

I'm not (intentionally) running the "Performance Monitor". Is it
possible for it to be running on its own ? Where would I go to
(properly :-) stop it from running ?
