I have a web developer that uses Dreamweaver for creating websites. He
asked me to setup our Windows SBS 2003 using WebDav so he can publish
his changes from Dreamweaver to the site. I went into IIS and made
WebDav avaliable, but do not understand how to get it pointed to the
website on the server and get his permissions setup for access. Is
there a doc explaining how to do this? Is WebDav secure to use?

I entered "webdav iis site:microsoft.com" in google and came up with many
MSDN documents on how to setup, secure, and configure WebDAV. I suggest you
search and read documentation
