I wrote a script like this -

<? sleep(480); ?>

it timed out after exactly 300 seconds. It's definitely IIS.

Some other things I've tried -

rebooting
reinstalling IIS
installing a different version of PHP
yelling at the monitor
installing a different version of MySQL
more rebooting
