Question on IIS.

If I have an IIS 6.0 (within the DMZ'd) is there a way to create an
index.html to do a round robin for two backend SAP NW04 clustered with MSCS?
I know SAP Web Dispatcher is an alternative, but I wanted to check if I can
script it via IIS. Also for workload distribution, to have a keep alive on
both servers to check if over 50% of the CPU on server1 is being used, thus
re-routing further requests to the secondary server2.
