I think the clue here is that he's running XP Home. I don't think XP Home
comes with IIS. He could either upgrade to XP Pro, or use one of any number
of third-party FTP servers, such as our own WFTPD or WFTPD Pro.

Hello,
XP Home doesn't include IIS. You need to upgrade to XP Professional.
