Author Password access to FTP server

I want to set up an ftp server such that only those with the appropriate
password can access the site. Hopefully, it will be such that some can do
both upload and download and other can only download.

I tried MS site for KB articles but could not see any, Any help please?

You should be able to do it with proper NTFS settings.

Can such restriction be used for Internet ftps?

When I tried it, it seems to be mainly for INTRAanet ftps and it does not
work for INTERnet ftps. Perhaps I have done something wrong?

Ed,

Yes. NTFS permissions apply across the board regardless of the origin
of the request. In effect NTFS permissions have the final say in
whether you will get access to a resource or not.

Try these KB articles which all reference the use of NTFS permissions.
