Cannot connect to FTP

| I'm trying to host some files over an FTP server, but I cannot connect. When I attempt to connect I get the error message "Windows cannot access this folder. Make sure you typed the file name correctly and that you have permission to access the folder. De
tails: A connection with the server could not be established." This happens from any computer I try to connect with, whether it be the hosing computer, a computer on my LAN, or a computer outside of it. I am using port 21 and my router is supposed to be f
owarding the port to the hosting computer. I'm not sure whether it is the router or a software problem, but i get this same message whether I use IIS or third party software. Any help would be appreciated, as I would really like to get this FTP running. T

| 1) Test everything locally first, can ftp.exe localhost ?
login, dir, download, upload ?
2) Then try ftp.exe from remote. active mode uses 21,20,
passive mode is even more.. refer this kb
