| There's been many discussion about this in the past few weeks, you can
search the old post as well.
Now,
a) make sure your ftp is working locally first
b) from remote, use ftp.exe to connect, work ?
c) try other ftp client in passive mode, work ?
In active mode, you need tcp 21 /20
in passive mode, refer -

Your error -
FTP Error: 500 Invalid PORT Command

Note - you can try to control the passive port range with this
(if you are using W2k SP4, or W2k03)

then make sure your router allow such port range traffic.
and finally retest your ftp access again.
