I have a FTP server in Windows 2003 Standard, behind a router/NAT (SMC
7004ABR). This router is not able to translate the local IP address inside
the answer to PASV command, to the external IP address used to connect the
Internet.
(see http://www.gbnetwork.co.uk/smcftpd/ )

How can I tell the FTP server software, to use the external IP address
instead of the local IP ?

This is the way how NAT was implementated. for your case, just ensure you
have configure proper ports routing and etc. To setup passive port range -
