IIS FTP Server - uploading to wwwroot

I having issues try to upload to wwwroot the server is windows2000 sp4 ... I
give everyone read and right permission and stil fails

error it gets when I try to do this:
An error occur copy file to ftp server. Make Sure you you have permission to
put file on server.
Details:
200 type set to I
200 port command successful: access denied

I can upload on any other folder in the inetpub but this one
so I not sure what going on.

Please Help.

If you try the command prompt ftp.exe utility can you login, and upload ?
ensure the uploading user has 'WRITE' permission on the target folder.
