I'm pulling my hair out trying to get FTP working. Any ideas would be
appreciated.

I'm running Windows XP Pro. I have TCP ports 20 & 21 forward from my router
to my computer. FTP is not accessible from the Internet but does work
internally. I have a static IP and can PING my WAN IP address fine. I have
tried FTP using IE and other FTP clients. Same problem with all of them. I
have the firwall security level set to basic and DMZ is off. What I am
missing?

If FTP works internally, but not externally, then FTP is working.
Your routing/forwarding may not be, but that's not an FTP issue. Your
ISP may block FTP ports as well.
