Author Can't install FTP service on Server 2003

I've tried three times to install the FTP service on my Server 2003 machine.
I went through the Control Panel>Add/Remove Programs>Add/Remove Windows
Components.

Everything appears to go fine but the service never shows up. I've
restarted the server and still nothing.

Any ideas?

Dummy me!!! I had a Group Policy enabled that prevented the installation of
IIS!
