I have FTP Server (IIS 6.0) on Windows 2003 Server.
Can I set downloading speed limit there?

No. Many third-party FTP servers offer this option.

Are you referrng to bandwidth throttling? That can apply to
individual web sites but not individual FTP sites. FTP sites get
whatever isn't being used elsewhere.
