Cannot connect to FTP site from outside LAN

| I successfully setup an FTP site on our Windows 2000 server and can access
it from our LAN through IE using ftp://192.168.0.100. I would like to be
able to access it from the WAN via ftp://10.20.30.40 for example.
Here's a little setup info:
We are running Winroute as a firewall on a Win98 machine. All traffic that
needs to go to the server, terminal services for instance, is mapped through
the correct port and directed to the server internal IP address
(192.168.0.100). I have added port mappings on the firewall to map port 21
and even port 20 to the server and have even tried this without any packet
filters. I still cannot connect to the ftp site from the outside. I get a
message saying "Windows cannot access this folder.....A connection with the
server could not be established."
Is this type of setup possible? If so, anyone have any idea what I'm doing
wrong?
