FTP FOLDER ERROR..ISP at fault?

| While trying a simple drag and drop to my webspace via internet explorer i get the message....
FTP FOLDER ERROR
Windows Cannot Access this Folder
Make sure you typed the file name correctly and you have permission to access this folder.
Details: The FTP Session was terminated
I have tried to connect to the same FTP server through DOS command
FTP SERVER_NAME
but get the message...
Connected to (host name)
Connection closed by remote host
I followed these procedures on my other computers...yet got the same message....
I then tried to connect via DOS / IE5.5 or 6 through 2 different friends' internet connection's but got the same messages again......
This obviously led me to believe this was a Server issue at my ISP.....
I spoke to my ISP who managed to drag a file to the webspace and advised me to check my pc's, I explained i had tried through 5 pc's (w2k / XP) and via three seperate internet connections (3 different ISP's) but got exactly the same message....later on a
friend also managed to drop a file onto my ftp site via internet explorer.....
obviously this has left me a bit baffled....
I'm convinced that the issue is at the ISP end as i've managed to connect time and time again to a different ftp site via 3 of the pc's i used while failing to connect to the problem site and suspect when i try to access through the other 2 I'll probably
get some success......
Can anyone confirm my ISP is at fault here ? Maybe a corrupted folder at their end?
Any ideas welcome...

| Try dragging and dropping files and not folders.

| If you can't even connect via command prompt ftp.exe, meaning you are not
reaching the server. Can you ping the host ? if yes, check if you have any
firewall restriction that blocking ftp access. if everything is ok, most
likely your ISP site.

can ping host ok....no firewalls

| This is definitely networking issue, as you can't event connect to the ftp
site. if you are sure your machine don't have any filtering or blocking, you
need to contact you isp.

| Similar problem here. Maybe even more strange.
2 PCs -- Win2K-Pro and WinXP-home connected through save wireless router and DSL connection.
Attempting to access 2 Web sites on same web hosting service (but on different servers).
On WinXP machine ---- I can access both sites (#1 and #2) just fine via all ftp methods. (Command, IE, and FTP Navigator freeware)
On Win2KPro machine --- I can access Site #1 just fine via all ftp methods. Cannot access site #2 at all-- none of the above methods.
I thought the problem was with ISP or web hosting service too but can't explain why the problem exists for only one site on one machine. If problem was with ISP or host, then I would expect problem to be repeatable on both?? HELP??
