IIS FTP Server - Can't connect.

Hi all,

Periodically, my local machine appears to "hang" when
trying to connect to my FTP Server. I've tried rebooting
the web/ftp server, I've tried restarting the FTP
service, I've even done NET START and NET STOP for the
services. The site requires password login, but it won't
even get me to the login dialog.

This is really P!$$!n@ me off and doesn't make sense. Is
there anything specific that I can find / reset?
