I have FTP server up and running on port 21 and it works
fine.

When I change the port to 1021 and allow access thru the
router I can connect but I recive the following error
when I try to list my directories."425 Can't open data
connection"

My settings in my router has the same settings for
passthrough for port 21 as it does for port 1021.
Why will it not work with port 2021?

do you connect via ftp.exe active mode ?
if yes, ensure 1020 is open as well.

I have allowed the same settings in the router for port
fowarding for port 1021 as port 21.

I have tried ftp thru a dos prompt and also thru CuteFTO
5.0 XP all in their default modes. So if the default is
active mode the answer is yes and port 1020 is already
open. I have spoke to tech support for my router and they
insist I have the router set up correctly.

I would recommend you do local test first,

a) configure ftp site to bind to port 1021.
b) at the server itself, use ftp.exe to connect locally.
c) do a dir listing, download files and etc.

if everything is fine, then test it from remote site.
relogin and do dir listing, download and etc

any problems ? where do you stuck ?
