Please help! 530 error (all users ) when accessing newly created ftp sites in IE 6.0

| I am running Windows 2003 and IIS 6.0
I am getting the following error when I attempt to login to ftp sites
other than the default:
<530 User user@host.com cannot log in, home directory inaccessible.>
Additional ftp sites are being setup with one ip address using
different ports, with the 'isolate users' (not AD) option.
This is occurring on all user accounts including the local
administrator account. I have verified the following:
-verified that the user accounts have 'access this computer from
network' and 'allow logon locally' in the local policy editor (not
using active directory)
-verified a valid home directory and user permissions to the home
directory configured for each ftp site
-the home directories for each username are subdirectories in ftproot
as LocalUser\username
- On the Security Accounts tab within each ftp site, i have unchecked
the 'Allow only anonymous connections security' check box
-when prompted for a user in ftp.exe, i have tried to login as
username and servername\username - i get the same error either way
I have read and followed troubleshooting attempts in:

| Now, verify your isolated ftp site again with these kbs
Err Msg: 530 User <Username> Cannot Log In, Home Directory Inaccessible.
