Changing password on local account prevents FTP login

| On Windows Server 2003, when I change the password for a local user account,
the user can no longer login via FTP. This box is a stand-alone server, not
a part of a domain.
What is the proper procedure for changing the password on a local user
account so that the user does not lose FTP login privileges?

are the user able to login before ?
what's the error msgs when user try to login ?
ftp log file ?

| The user was able to login before, and in fact, to allow the user to login
again after changing the password, the account has to be deleted and
recreated.
There are no error messages when the user tries to login, other than 'access
denied'.
When I change the password for the account, I do receive a warning message
indicating that resetting the password "........will cause irreversible loss
of information.........." and that the user should use a password reset
disk.
Any ideas?

Dim memory suggests that the IIS FTP server caches login credentials, so
that it doesn't have to keep bothering the underlying security subsystem if
a user keeps logging in and out with the same password.
This article might not help, because it says that the user can log on with
"both the old password and the new password", and it looks like you're not
getting the logon with the old password, either (or are you resetting the
password because they forgot the old password?), but here goes:

Maybe the behaviour changed in IIS 6.0, and the KB article doesn't recognise
that. Try one of the things recommended - stop and restart ALL IIS
services, or turn the cache down to 1s. [On IIS6, if you set it to zero,
then your new password won't have any effect if the user has logged on
before, until such time as you stop and restart the IIS services]

| Refer alun's post, for IIS 6 default is 15mins.. set it to 0 for no cached.
