FTP IIS 6 resumes downloads?

| A customer tries to maka an 400 MB upload and the transfer failed
he clains that the FTP does not support resume (But as far as i know, IIS 6
supports for Ups & Downs)
It must be turned On? Can be turned off?
It needs a special ftp cliente app?
How can i monitor tha transfer to show that resume is working, ant the
problem with file transfers is another problem, not a ftp-not-resuming
problem
How can i monitor to show why tra 400 MB transfer failed? perfmon can help?
NetMon can help?

Flavio,
The FTP service in IIS6 does support the resuming or restarting of
both uploads and downloads. However, in order for this to function
correctly the user must be running an FTP client which also supports
these features.
