Is it possible to do so? I need to know when and by whom (username) a file
has been downloaded. My Ftp site structure is thedefault site, having
subfolders, access to each subfolder does not allow anonymous user access
but requires a user name and password. When a file has been downloaded I
need to know by what logged in username and at what time. Is this possible,
if so, how?

The information you looking is in the ftp log file.
You need to understand the log structure in order to know what's going on.
