500 Invalid PORT Command.

| I am getting this error on any FTP site I try to setup that isn't running on
port 21. Username and passwords are correct, as just by changing the port,
everything works fine.
I am running Windows Firewall, and have IPSec to block a few ports in one
direction (incoming SMTP for example)
I don't know how to allow the FTP service through the firewall, or to know
which port is going to be used when a client connects. I also don't
understand how port 21 works every single time!
So confused....
