I have my web site published through ISA 2004. What is the best way to down
load the page for up date and then up load the page back to the web server
safely and securely?

For simple setup, you can setup ftp and make it to the webroot, then
configure authentication and appropriate NTFS permission for read and write
user operations. Take note that - IIS ftp transfer in clear text, so you
need to secure the connection via vpn or ipsec. Refer below KBs for more
