I am running IIS 5.0 and have configured a welcome message for my ftp server
using the Internet Services Manager snap-in. However, the message displays
after a sucessful login (a 230 message). I want it to display before login (a
220 message). Right now, it just sends a generic message:

220 server Microsoft FTP Service (Version 5.0).

I am pretty sure in the past I've been able to get it to display first in
the past, but I don't remember doing anything weird and I've changed the
message several times and it always waits for a password first.

In the past? ohhh...those are third party banner editor.
From MS site, you can only suppress the msgs.
FIX: You cannot suppress the default FTP banner for the FTP service
